| Abstract: | This paper analyses the problems arising from the municipality over county system under the maturing market system.The flatting organizational structure theory and the control span theory are applied in the analysis.On these basis the paper assesses the feasibility of contracting the provincial scope such that the provincial over municipality and county directly. |
