| Abstract: | This paper provides an exploration on constructing a national clean political system from the perspective of money wash problem.It raises up a theory of public revolving funds and conceptulates a system of relevant social values.It also proposes a structure and measurements in order to reveal the institutional compatibility,intrinsic interdependency,and comprehensive effectiveness. |
