试论福建省财政保障农村义务教育问题

福建省在财政保障农村义务教育发展方面仍存在一些问题。要使福建省农村义务教育财政方面得到切实的保障，必须从制度方面人手，建立一个完善的绩效管理机制，改革义务教育转移支付模式，利用“低困家庭救助基金”、“教育券”等多元化工具，提高教育经费利用效率，提高农村义务教育产出水平。
