摘    要:理论界对残疾人教育特别是残疾人高等教育多数从社会福利和社会公平的角度来探讨,而从人力资本理论的角度来研究残疾人高等教育问题则是个新课题。接受高等教育的残疾人是社会人力资本的重要组成部分,这些残疾人所创造的经济和社会价值要远远超出社会对他们的投资。使教育政策制定者和社会从人力资本的角度来认识残疾人的高等教育发展的重要意义。

Abstract:The present-day theorists study higher education for the disabled mostly from the perspective of social welfare and social justice. It is a new subject to carry out the study from the perspective of human capital theory. The disabled who accept higher education is an important part of the human resources, and they can create more economical and social value to society far beyond the investment to them. That education policy-makers consider the higher education of the disabled as the important part of entire social human capitals has an important theoretical and practical significance.
