| 摘 要： | 20世纪90年代以后,日本以"机会均等"为准则的高等教育资源分配政策迅速向以"绩效"为准则的配置政策转移,体现出效率→竞争→评估→配置这样一个过程.通过分析日本高等教育评估主体、学校内部及外部评估机制的职能,揭示日本评估机制与资源配置政策内在联系.

| Abstract: | After the 1990s, the principle of Japanese higher education resource allocation policies has changed rapidly from equity to accountability,which has demonstrated a process changing from efficiency, to competition, to assessment and end in allocation. This paper plans to discover their direct and effective relations between the assessment system and the resource allocation policy by analyzing the assessment subject of Japanese higher education, the function of university and external assessment organization. |
