| 摘 要： | 尽管改革开放以来，河北省的经济发展很快，但与其他多数沿海省份相比，相对水平是下降的；这一变化的原因之一是河北宏观制度环境方面与其他沿海地区存在差距；并从数量方面对此进行了验证；最后提出了政策建议。

| Abstract: | Since 1978,though the economy of Hebei province has progressed rapidly, but compared with some eastern provinces, relatively the economic level of Hebei province is descending.The reason is that there is a gap in Macro-system surroundings between Hebei and other eastern provinces. |
