破解城乡二元结构,实现城乡统筹发展

从二元生产系数、人口城镇化率、城乡收入水平、恩格尔系数和固定资产投资状况看,我国的二元结构依然明显,迫切需要城乡统筹发展。要实现城乡统筹发展,首先要进行制度创新,变革为二元结构服务的制度体系,实现资源的自由流动,同时保证城乡居民对资源获利机会的均等。其次,发展农村经济,通过产业梯度转移,实现城乡经济的互动;发展符合农村资源禀赋的涉农企业,实现对农村、农业的反哺;实施小城镇建设,实现乡村基础设施的优化。

Viewing from the economic indexes of dual contrast coefficient,urbanization of population,the income of both urban and rural residents,the Engel＇s coefficient and investment in the fixed assets,the urban-rural dual structure remains significant,the balanced development of urban and rural areas is sorely needed.To realize the balanced development of urban and rural areas,fist of all we should make system innovation,realize free flow of resources,and ensure urban and rural residents have equal opportunity of reaping profits from resources.Secondly,we should develop rural economy,realize interaction development of urban and rural by the grads transfer of industries,develop agribusiness which fit rural factor endowment,realize regurgitation-feeding for rural and agriculture;implement small town construction strategy,and optimize basic facilities of rural areas.
