做实养老保险个人账户“空账”：问题与思考

对我国做实个人账户三种模式进行比较分析，针对做实过程中存在的具体问题进行了若干思考，提出了五点建议：加快社会保障立法进程，加强监管制度建设；分开管理统筹账户和个人账户，明确个人账户产权；合理、多渠道地筹集资金，逐步做实个人账户；推动个人账户的多元化投资运营，实现保值增值；认识做实个人账户的长期性，加强对个人账户监管。
