外商在华设立科研机构的溢出效应分析

近年来，跨国公司在华兴起了设立研发机构的热潮。从这些研发机构设立的目的与形式，它们对其先进技术的控制以及对我国人才资源和技术的影响等方面分析，认为外企在华设立研发机构并不会带来大家所期望的大规模的技术溢出扩张。研发机构的溢出效应更多的是体现在它们对我国企业研发的激励和研发体系的建立及管理上：增强我国企业的科研意识；培养我国企业的创新思维和理念；提高我国企业的研发管理水平；激励并促进我国企业用人体制的改革。从长远来讲，这些溢出效应的形成会从根本上提高我国企业的自主研发能力。

Spillover Effect of R&D Centers of MNCs in China

In recent years,more and more Multi-national Corporations(MNCs) began to establish their R&D centers in China.This paper analyzes these R&D centers based on their purposes and forms,their advanced technology controlling,and their impact on our human recourse.It suggests that the establishment of foreign R&D centers in China would not be able to expand technology spillover effect to the extent that they have been expected.Rather,their spillover effect on Chinese enterprises takes place in the following aspects: 1) enhancing the R&D sense,2)cultivating the innovation thought and ideas,3) improving the management on R&D,and 4) expanding the national wide reform of the human resource employment system.In the long run,this helps Chinese enterprises establish the comprehensive R&D system and improves the R&D capacity for them own.
