新农合与农民消费:基于面板模型的实证研究

新农合对农民不确定的未来医疗支出给予一定比例的报销,降低了农民医疗服务的价格,报销比例越高,农民自付医疗费用就越少,因此对农民的消费将产生正向的激励。运用2007年—2012年的省际面板数据,实证研究分析了新农合对农民消费的影响。为了检查检验结果是否具有稳健性,引入抚养比、文盲率、性别比和人均固定资产投资等控制变量做了进一步的检验。检验结果表明:新农合对农村人均消费、人均医疗消费、人均非医疗消费、食品支出和日常生活及其他消费都会产生影响,但在目前的筹资水平上,影响的程度有限。因此,需要进一步完善新农合制度,不断提高筹资水平,提高报销比例。

An Empirical Study on the Effect of the New Rural Cooperative Medical System on Farmer's Consumption:Based on Panel Data

New rural cooperative medical system （ NRCMS ） reimburse a certain proportion of the uncertain future medical expenditure for farmers and reducing the farmers＇ medical service price, the higher reimbursement ratio, the less farmers pay cost, so will produce positive incentives to farmers＇ consumption. By utilizing provincial panel data during 2007-2012 , the empirical analysis study on the influence of NRCMS on the consumption structure of rural residents. In order to check whether the inspection result has robustness or not, the article employs the dependency ratio, the illiteracy rate, sex ratio and per capita investment in fixed assets as control variables to do the further test. The results show that NRCMS will have an impact on per capita farmers＇ consumption, per capita medical expenditures, per capita non-medical consumption, expenditure on food, daily life and other consumption, but in the current financing level, the extent of the impact is limited. Therefore, in order to further improve NRCMS, it need constantly improve the level of financing and raise the proportion of costs reimbursed.
