提高宁夏工业化的“新型化”水平探析

宁夏已进入工业化的前半段，工业化水平在全国处于中间位置，但宁夏工业化的“新型化”水平却处全国末位。“新型化”水平低已经成为宁夏进一步提高工业化水平的障碍。本文分析了宁夏的工业化资源利用效率低、环境污染严重、科技创新能力不足、人力资源开发程度低等问题，依据新型工业化的发展特征及要求，结合宁夏工业结构的特点，提出发展循环经济、加快科技创新步伐、加快产业结构调整、大力开发人力资源来提高宁夏工业化的“新型化”水平的重要举措。

On Improvement of Level of "New"Industrialization in Ningxia Hui Nationality Autonomous Region

Nowadays, Ningxia Hui Nationality Autonomous Region has entered the early stage of industrialization and its level of industrialization is in a middle position in China. However, the level of the ＂new＂ industrialization is still at the bottom of the national list. It can be easily seen that the low level of the ＂new＂ industrialization has become an obstacle to further industrialization in Ningxia. The paper thinks that the industrialization of Ningxia is still facing a set of problems such as low utilization efficiency of resources, heavy environmental pollution, weak capacity for scientific and technological innovation and the low level of human resources management, etc. According to the characteristics and requirements of the development of the ＂new＂ industrialization, the paper, taking into consideration the features of industrial structure in Ningxia, presents that the development of recycling economy, scientific and technological innovation, adjustment of industrial structure and human resources development are the essential measures to improve the level of the ＂new＂ industrialization in Ningxia.
