| 摘 要： | 府际合作是指不同的政府及其部门，以及经授权履行政府职责的其他组织之间以相互需要为基础，以“平等”的身份展开的各种形式的合作。滨海新区开展府际合作有其必要性、条件和优势。管理体制改革和综合配套改革是滨海新区府际合作的重要切入点，府际合作可以采取府际联席会议、府际合作协议、管辖权让渡等形式，合作中应解决好天津市委市政府、滨海新区以及有关管理主体的分工问题。
