论发展县域农村金融产业的财政对策

金融产业在现代经济发展中居于重要地位，理论与实证表明县域涉农金融产业对于我国农村经济发展起到了重要作用，但由于财政与金融扶持不足，县域农村金融供不应求的矛盾已经成为制约农村经济发展、新农村建设和解决“三农”问题的瓶颈。合理的财政政策和制度，可以促进县域涉农金融产业的发展，进而促进农村经济的发展、新农村建设和解决“三农”问题。本文以此为出发点，探讨构建我国县域涉农金融产业发展中的财政体系。

On Fiscal Measures to Develop Rural Financial Industry in Counties

Financial industry is very important in the development of modern economy.Theoretical and empirical research also indicates that rural financial industry in counties plays an important role in the development of China's rural economy.However,because of the lack of fiscal and financial support,supply falls short of demand in rural financial industry,which has bottlenecked the development of rural economy,the construction of new countryside and the solution to the problems concerning agriculture,rural areas and farmers.The reasonable fiscal policy and institution may promote the development of rural financial industry,and then give an impetus to the development of rural economy,the construction of new countryside and the solution to the problems concerning agriculture,rural areas and farmers.Starting from this point,the paper explores the establishment of fiscal system in the development of rural financial industry in counties.
