摘    要:改革开放以来,中国干部人事制度改革已经形成了分类管理的基本路径。这一路径的产生和发展经过了探索(1980--1987年)、形成(1987--2000年)、深化(2000年以来)三大阶段。其经验和启示是:要始终基于中国政治制度的特点推进改革;要主动与中国改革的总体进程相适应;要注意阶段性进展与总体规划相适应:要注意重点突破与整体推进相结合。

Abstract:Since the reform and opening up, the classification management has become the basic path of cadre and per- sonnel system reform in China. The development of the basic path has experienced the exploration stage ( 1980 - 1987 ) , the formation stage (1987 -2000) , and the deepening stage (2000 and beyond). The experience and enlightenment are as follows : the cadre and personnel system reform should be based on the characteristics of China' s political system ; it should be in accordance with China' s reform process ; the development in certain stage should be in harmony with overall planning; and the key breakthrough should be integrated with overall advancement.
