| 摘 要： | 城镇化建设是我国正在经历的一次经济与社会结构转型。通过对城镇化进程的再定义，指出居民幸福感提升应是判断城镇化建设成败的终极标准。要在城镇化进程中提升居民幸福感，就必须解决好城乡居民生存与发展机会的分配问题。结合世界各国城镇化的经验教训提出，产业竞争力问题、“三衣”问题和公共服务质量问题是城乡居民生产与发展机会分配过程中的三个核心问题。以天津市农村城镇化建设的重要实践为例，进一步分析解决好三个核心问题的必要制度安排。

| Abstract: | Urbanization is a structural transformation of economy and society in China. By re-defining urbanization, the paper points out that the improvement of residents＇ happiness is the ultimate criterion of urbanization. It＇ s necessary to fairly give opportunities for survival and development to urban and rural residents. By analyzing the international experience of urbanization, it thinks that industrial competitiveness, issues concerning agricuhure, rural areas and farmers, and quality of public service are three key problems in the giving of opportunities for survival and development to urban and rural residents. Based on the practice of Tianjin＇ s rural urbanization, it further explores the essential institutional design for solving three key problems. |
