| 摘 要： | 人才开发是高技术产业发展的动力来源。本文从天津高技术产业人才开发的现状出发，借助高技术产业人才开发效果评价模型，对京、津、沪、渝等地高技术产业人才开发状况进行比较，分析天津高技术产业人才开发的优势和劣势，探讨天津高技术产业人才开发的有效对策。

| Abstract: | Talents＇ development is the dynamic source of the development of high-teeh industry. Based on the reality of Tianjin talents＇ development in high-teeh industry, the paper applies the evaluation model of talents＇ development effects to the comparison of talents＇ development in high-teeh industry of Tianjin, Beijing, Shanghai and Chongqing, analyzes the advantages and disadvantages of Tianjin talents＇ development, and explores the countermeasures. |
