生态旅游开发中生态补偿机制初探——阳朔龙颈河案例研究

社区参与程度极大的影响生态旅游区的可持续性。深入研究社区旅游发展和生态补偿机制,指出缺乏补偿是引发旅游地社区矛盾和生态环境问题的重要原因之一。在理解生态补偿机制的涵义,分析当前生态补偿机制研究进展的基础上,探讨如何在生态旅游的社区发展中应用生态补偿机制,并以广西阳朔县龙颈河为例,提出今后生态旅游社区发展中应用生态补偿机制的必要性,分析了生态补偿对生态旅游发展的意义、价值和作用,并探讨了生态补偿机制应用到生态旅游中的策略、方式与途径,即:明确权责范围,分清受害对象和受益对象,建立社区关系,签订补偿合同等措施。对具体的补偿方式进行了分析,有间接补偿、直接补偿和混合式补偿等方式。

A Preliminary Study on Ecological Compensation Mechanism in Ecotourism——A Case Study of the Longjing River in Yangshuo

Community participation has great effect on sustainability of tourist regions.Based on the study of community tourism development and eco-compensation,some problems are exposed that it is the lack of compensation that leads to the community contradiction and environmental problems.After introducing the connotation of eco-compensation and reviewing the current research progress, how to establish the eco-compensation system in eco-tourism community development is discussed.By taking Longjing River of Yangshuo County in Guangxi as an example,the article puts forward the necessity of the development of ecotourism community which should include eco-compensation system,and analyzed the significance,value and function of eco-compensation.Then,it puts out the strategy,methods to establish the eco-compensation system,such as making sure the range of power and responsibility,confirming the victims and beneficiaries,building the relationship of community,signing the compensation contract and so on.At last,this article analyzes the methods of eco-compensation to reconcile local people and realize sustainable development,such as direct compensation,indirect compensation and hybrid compensation.
