| 摘 要： | 国际旅游城市，是旅游业发展和城市化进程相融合的产物，具有国际知名度高、经济开放度大、城市化功能强、旅游产业发达、城市管理水平高等基本特征。因此，建设国际旅游城市，需要科学分析建成国际旅游城市的基础和条件，明确建设国际旅游城市的战略思路和构架，并采取切实有效的措施，促进国际旅游城市的建设与发展。
