中国经济增长方式转变的制度因素分析

改革开放以来,中国经济增长取得了举世瞩目的成就。但目前依然未走出粗放型的增长方式。中国经济要实现集约型增长就必须从以下几方面完善:一是加快政府职能转变,优化政府行为;二是改进科技创新,增强自主创新意识;三是建立完善的知识产权保护体系,加大知识产权保护力度;四是完善政绩考核制度,要以科学发展观为指导思想建立政绩考核制度;五是完善资源的产权制度;六是必须要以完善的法律、法规作为根本保障。

The Analysis of Institutional Factors in the Transformation of Chinese Economic Growth Mode

The China＇s continuing economic growth has made remarkable achievements since the reform and opening up, but at present it has not moved away from the extensive growth mode. Therefore, it＇s very significant for the economic growth mode to realize intensive growth in China as following aspects： the first is to accelerate the transformation of government functions and optimize the government＇s behavior; the second is to improve technological innovation and enhance the awareness of independent innovation; the third is to establish a perfect system of intellectual property protection and increase protection of intellectu- al property; the forth is to improve the performance appraisal system with the guidance of scientific concept of development to achieve intensive economic growth; the fifth is to perfect the property right system of resources; the sixth is that we must take the perfect laws and regulations as the fundamental guarantee.
