政府行为对产权改革方式及其绩效的影响--基于中俄政府不同所有制转变策略的比较

由于受到初始条件,尤其是转轨中经济和政治状况的制约,转轨中的路径选择在各国间具有很大的差异。转轨经济学方法论上的局限造成了在转轨效益评价中的很多错误认识。转轨是经济史上的一次革命,转轨的根本目的应该是效率的改善。转轨中的制度选择对转轨的绩效至关重要。产权改革是整体改革中的核心。从转轨政治目的的角度分析,中俄政府不同所有制政策的成因和影响源于政府行为,可通过一个简单的生产函数模型分析俄罗斯经济发展中的困境。

The Affection of Government Behavior on the way of the Reform of Property Right and its Efficiency--Base on the comparative of different ownership strategy between the government of China and Russia

There is a large difference between countries when they choose transition way,because they are limited by beginning condition,especially the economical and political condition.The disadvantages of transition economics methodology result in many wrong thinking on the evaluation of transition performance.Transition is a revolution of the economic history,the basic purpose of transition should be the improvement of the efficiency.The institutional choice of the transitional countries is very important to the results of the transition.The reform of property right is the core of whole reform.We can analyze the reason and influence of ownership strategy on the perspective of the political purpose of government of China and Russia,and study on the dilemma on the process of Russian economy development with a simple production function model.
