试论政府治理模式的变迁及启示

传统的公共行政模式取代早期的行政系统有其必然性,但由此而建立的官僚制随着政府规模的扩张却存在降低公共品供给效率的风险,而且公共部门并没有一种机制可以自发地防范和化解这种风险。西方国家的新公共管理运动通过引入市场机制、塑造企业化的政府对提高公共产品供给效率产生了巨大影响。这启示我们对政府的性质、政府与市场的关系以及公共产品的供给方式进行反思。

On the Pattern Evolution of Government Management and Arousing

There is necessity for the traditional public administration pattern took the place of early administration system,but with the expansion of the government scale,there exists risk of decreasing the efficiency of public goods supply for the bureaucracy system which came into being with the former,and there is no mechanism which can prevent and resolve this kind of risk spontaneously in public sector.The new public management movement had great effects on improving the efficiency of public goods supply by introducing market mechanism and portraying enterprising government.This arouses us to reflect on the nature of government,the relationship between government and market and the method of public goods supply.
