关于农村劳动力转移问题的若干思考

现代化的进程,总会引发农村劳动力转移、农村人口减少。从目前农村劳动力转移的趋势和效用看,我们可以肯定地说：农村劳动力转移是提高农民收入和发展农村经济的最佳选择。要实现农村劳动力顺利地转移,我们应当：真正给予农民“国民待遇”;彻底减轻农民“转业”的负担;建立健全农村社会保障制度;实现农村土地的“资本化”;放手让农民填补城市“空间”;大力加强对农民、农村劳动力的教育。

Several Thoughts about Transfer of Rural Labor

The process of modernization always induces the transfer of rural labor and the decrease of rural population. Judging from the current trend and utility of the transfer of rural labor, we can be sure that the transfer of rural labor is the optimum choice to increase the farmers' income and to develop the rural area.To make this transfer work smoothly, we should make these farmers eligible for real "national treatment"; alleviate the farmers of their "transference" burden, build up and perfect rural social security system; realize the "capitalization" of the rural land; give them enough freedom to enter the urban labor market; enhance the education to the farmers and rural labor.
