地方政府债务风险管理研究

我国地方政府债务风险管理存在多头管理、地方融资平台公司管理不完善、地方债务预算管理不健全等诸多问题,其成因主要由我国现行管理体制内在缺陷与监管制度执行不严格等因素共同决定,导致地方政府财政收支不平衡与政治不稳定,助长官员及社会大众败德行为倾向,削减民众的社会福利。应积极完善地方政府债务风险管理体制,建立健全地方政府债务风险监管的内外部约束机制,有效加强地方政府债务风险管理。

Study on the Local Government Debt Risk Management

There are many problems of local government debt risk management,including bull management,poor management of local financing platform companies and local debt budget management is not perfect and so on.The causes are jointly decided by the inherent defects of the current management system,not strictly implementation of the regulatory system and other factors.It can lead to local government fiscal imbalances and political instability,encourage the moral hazard tendency of officials and community,and reduce the social welfare of the people.We should actively improve the local government debt risk management system,establish and improve the local government debt risk regulatory mechanism of internal and external constraints to effective strengthen the risk management of local government debt.
