“两型”社会建设下湖南省外贸竞争力测度及评价——基于中部六省的比较

随着国际贸易竞争不断加剧,环保要求不断提高,环境规制有可能成为一种广泛使用的新型贸易壁垒。传统外贸竞争力测度指标已经不能全面反映新形势下地区外贸竞争力的强弱。笔者通过构建两型社会建设下外贸竞争力评价指标体系,将资源利用因素和环境保护因素纳入外贸竞争力指标体系,综合测评湖南省和中部五省的外贸竞争力,进行比较分析。研究表明,虽然湖南省对外贸易规模不断扩大,出口结构不断优化,但其综合竞争力仍然较低。湖南省应抓住两型社会建设的契机,促进外贸与资源、环境的协调发展。

Measurement and Evaluation on the Foreign Trade Competitiveness of Hunan Province under the Construction of Two-oriented Society——Based on a Comparative Study of the Central Regions

With increasingly fierce competition in international trade, requirements of environmental protection continue to increase. Environmental regulation could become a widely used new trade barriers. Traditional measure of trade competitiveness index has not fully reflected the strength of regional foreign trade competitiveness in the new situation. In this paper, the author frame a foreign trade competitiveness evaluation index system under the condition of the construction of two-oriented society, which is considering and importing the resource utilization factors and environmental protection factors into index system, calculating foreign trade competitiveness of Hunan Province and other five provinces in central regions of China and making comprehensive evaluation and comparative analysis. Research shows that although foreign trade has been expanding in Hunan Province with export structure optimized, but its overall competitiveness is still low. Hunan should seize the opportunity of construction of two-oriented society, and promote foreign trade with harmonious development of resources and environment.
