发展重点小城镇推进农民就近就地市民化的探讨

农民就近就地市民化可以缓解“候鸟式”城镇化带来的交通拥堵效应，有利于城乡统筹并促进城乡一体化发展，有利于促进农村社会和谐发展。小城镇在空间上遍布和农民的乡土情结有利于就近就地市民化；加快农民就近就地市民化，是一个系统工程，需要多方面协同努力。要加快户籍制度改革和农村土地流转制度的改革，加大农村人力资本投资和实施重点小城镇建设金融支持政策，要改革行政管理体制，扩权强镇。

Research on Developing Key Small Towns to Boost Farmers＇ Local-citizenization

The farmer＇s local-citizenization can relieve traffic congestion effect brought by the migratory-bird-type urbanization, promote urban-rural integration and push the development of rural society. The small towns scatter around and have native complex with the local farmers, which is advantageous to localize people to achieve loeal-eitizenization. Speeding up the local- citizenization is a systemetic engineering, in need of many aspects of collaborative efforts. We should accelerate the reform of the household registration system reform and the rural land circulation instituton system reform, increase rural human capital investment and focus on the construction of the small towns, the financial supporting policy and the administrative system.
