我国农村金融组织体系的功能监管研究

从逻辑上讲,金融监管首先是一个实践问题,而金融监管理论是金融监管实践的抽象总结,它的产生和发展来源于金融监管实践的发展变化.论文首先介绍了功能观金融监管理论,从金融监管与经济学的一个基本范式"看不见的手"出发,尤其是结合我国农村金融的特殊性,论证了农村金融监管制度的必要性;然后,通过对我国农村金融监管制度的历史进程分析,发现其存在诸多缺陷,而这些缺陷和问题的产生都是与我国农村金融监管的机构视角联系在一起的.最后,论文以金融体系的功能视角为出发点,提出了我国农村金融监管创新的五个方面,即要实现农村金融的监管理念创新、监管模式创新、监管方法创新和内控机制创新,并要以法制化为保障.
