中国重要的区域问题与统筹区域发展研究

从目前社会经济发展的阶段性特点及其趋势分析,未来中国的区域问题将不只是表现在个别地区。在分析现实区域问题的表现与趋势并吸取发达国家经验的基础上,本文提出了统筹中国区域发展的基本思路,并从五个方面提出了未来应该采取的重大措施。未来统筹区域发展应该以明确的区域战略为依据,逐步完善区域管理的制度基础,制定合理的区域政策,统一安排解决各种问题区域的发展,将治疗已经存在的落后病、衰退病和防治潜在的膨胀与萧条病结合起来,形成相互合作、相互支持、共同发展的区域经济新格局。

Essential Regional Problems and Coordinated Development of Different Regions in China

From the analysis of characteristics of socio - economic development atpresent stage and in the future, we can find that regional problems do or will exit in all kinds of regions. Based on analyzing the state and tendency of regional problems and the experiences accumulated by developed countries, the paper comes up with a basic clue for coordination of regional development and proposes 5 key measures to which more attentions should be paid. For promoting coordinated development of different regions, China should identify explicit regional strategy, improve the institutional base of regional management, formulate and implement sound regional policy, seek for a unified arrangement to promote the development of various problem regions, combine the treatment of existing backward and declining diseases with the prevent of potential congestion and depressed diseases, so as to ultimately form a new regional development pattern in which all regions cooperate and support one another.
