借鉴成功经验 完善国防知识产权制度——以西北工业技术研究院为例

西北工业技术研究院在国防知识产权研发生成、转化实施、价值评估、产权交易、利益分配和激励机制等方面进行了创新性的探索，为国防知识产权制度的完善提供了有益经验。为了增强国家国防安全和促进国民经济发展，必须有效促进国防知识产权的生成和产业化、市场化。为此，国家在对涉及国家战略性核心利益的国防重大技术保留控制权的基础上，应明确生成单位对国家投资形成的国防知识产权的经营权和收益权；适当放宽国防知识产权技术入股的出资比例；完善国防知识产权评估机制。

Profit from the Successful Experience to Consummate National Defense Intellectual Property System--Taking the Northwest Industrial Technology Research Institute as an Example

The northwest industrial technology research institute has carried on the innovative exploration on research and development, execution, value assessment, property transaction, benefit allotment and incentive mechanism of the national defense intellectual property, which has provided the beneficial experience for the improvement of the national defense intellectual property system. In order to strengthen the national defense security and promote the national economic development, we must promote the national defense intellectual property production, the industrial production and the marketability effectively. Therefore, based on the domination to the national strategy core technologies, the state should be clear that the production unit have the right of management and usufruct to the national defense intellectual property which forms from the state investment, relaxation national defense intellectual property technology proportion appraised as capital stock, and should be perfect national defense intellectual property appraisal mechanism.
