包容性增长是一种基于机会平等,公平合理分享发展成果,关注弱势群体的新发展理念。包容性增长有助于解决当前我国城乡发展不平衡,城乡居民收入差距过大,城乡"二元"经济社会结构突出的问题。建立以居住地登记的城乡统一户籍制度,扩大农村土地发展权;加大农村公共产品投入,完善农村社会保障体系;创新城乡良性互动机制,整合要素禀赋;关注农民弱势群体,才能实现城乡包容性增长。

A Study on the Path Choice of the Urban and Rural Inclusive Growth

Inclusive growth is a new development concept based on equality of opportunity,equitable sharing of the fruits of development and caring for the vulnerable groups.Inclusive growth will help to solve the existing prominent problems in China,such as the imbalanced urban-rural development,the too wide urban-rural income gap and the "dual" structure of the urban and rural economic society.We should establish a unified household registration system based on residence,expand rural land development rights,increase countryside public goods share,perfect rural social security system,innovate urban-rural interaction mechanism,integrate factor endowments and care for the vulnerable groups of farmers.Only in this way can the urban and rural inclusive growth be realized.
