| 摘 要： | 受全球经济危机影响,中国必须靠扩大内需来保持经济增长。实施城镇化战略既可以扩大内需,又可以为解决"三农"问题提供新思路。在推进城镇化时,一方面要促使农民从农村离得开,另一方面也要确保农民在城镇住得下。离得开的关键是农民承包地及宅基地确权,而住得下的关键是解决进城农民的就业、住房、社会保障问题,同时还要进行户籍改革。

| Abstract: | Influenced by the maintain economy growth. The im global economic crisis, China has to expand the domestic demand to stimulate and plementation of urbanization strategy can not so bring some new perspectives in solving Three Rural Issues, i. e ing the process of urbanization, one target is to enable farmers to only expand domestic demand, but al- agriculture, countryside and farmers issues. Durleave off the countryside, and another target is to enable farmers to live in the urban area. The key to leaving is the authentic right for farmers＇ contracted land and homestead, and the key to living in the urban area is the solution for farmers＇ employment, housing, social security problems and the reform of the household registration system |
