农民工问题协作解决中的地方政府主动性角色研究——以农民工流入地政府为例

农民工流入地政府与流出地政府应进行有效协作，促成建构有效的协作机制，其关键在于安排专项经营支出和建立常规化的协作机制运作系统。流入地政府主动性角色应体现在注重即时培训农民工的合作、有效疏导农民工的流入与流出、建立农民工及其家庭的应急求助制度、对农民工实行一元化的户口管理等方面，以解决农民工焦点难题。

Local Governments' initiatives in Cooperative Solution of the Issue of Peasant Workers——Illustrated by Local Governments of Flow-in Areas

With the high inflow and outflow of peasant workers today, it is important for the local governments of flow- in areas or areas where peasants flow in to cooperate initiatively and efficiently with the local governments of flow - out areas. They should build up effective cooperative mechanism, focusing on arranging special operating expenditure and building up normal operating system for their cooperative mechanism. The initiatives of the local governments of flow- in areas should be for resolving the central issues of peasant workers, including instantly training the peasant workers, effectively guiding the flow- in and flow- out of them, building up emergency helping mechanism for them and their households, and operating a centralized management of their registered residence.
