| 摘 要： | 自主创新是新世纪我国科技发展的新战略,提高自主创新能力已经成为科学技术发展的战略基点和调整产业结构、转变增长方式的中心环节。文章分析了美国、日本、法国、芬兰、印度等国技术创新过程中的政府作用,在此基础上,为我国在实施自主创新战略的过程中,政府应该起到什么样的作用提出了对策和建议。

| Abstract: | Independent innovation is a new strategy to develop science and technology in the century.To increase the independent innovation ability has already become the strategic basis for the development of science and technology and the key point of the adjusting industrial structure and transforming economic growth way.The article,based on the analysis of the government roles in technical innovation,such as in USA,Japan,France,Finland and India,proposes the measures and the suggestions on what roles the Chinese government should play in the implementation of independent innovation strategy in China. |
