| 摘 要： | 在减缓气候变化、改善环境的全球共识下,世界各国都面临着相当大的压力,而这恰为国际温室气体(碳)排放权市场的发展提供了一个难得的机会。我国应该学习和借鉴当前国际主要温室气体(碳)排放权市场(主要指欧盟碳交易市场和芝加哥气候交易所)的运作模式和先进经验,通过建设适应我国国情的温室气体(碳)排放权交易市场,以推动我国应对气候变化工作和节能减排事业的顺利发展,实现经济的又好又快发展。

| Abstract: | On global consensus of mitigating climate change and improving the environment,all countries in the world are facing great pressure,this provides a rare opportunity to international greenhouse gas(carbon) emission rights market.China should learn from the current international main greenhouse gases(carbon) emission rights market(mainly referring to the EU carbon trading market and the Chicago Climate Exchange) and the mode of operation of the advanced experience of China's national conditions through the construction of the greenhouse gases(carbon) emissions trading markets to help promote our country to deal with climate change mitigation work and saving the smooth development of the cause,to develop economic finely and fast. |
