试论政府供应公共物品的范围

供应公共物品是政府的重要职责，但政府不可能，也不应该供应所有的公共物品，界定政府供应公共物品的范围十分重要。政府供应的公共物品应是公共性程度高、不宜或不应由非政府力量供应、非政府力量不愿或无力提供的外部性大、非政府力量无力或虽有能力供应非竞争性程度高的公共物品。并且，政府供应公共物品的实际范围要受政府实际供应能力的限制，对应由政府供应的公共物品应鼓励非政府力量的参与。

On Scope of the Government-supplied Public Goods

It's an important duty for government to supply the public goods, but the government can not and should not supply all of the public goods, so defining the scope of public goods is very important. The government-supplied public goods must be of high publicity, not suitable for non-government to supply. The government-supplied public goods must be of high exterior which non-government will not or can not supply; or be of non-competition which non-government can supply. The actual scope of governmentsupplied public goods is constrained by the actual supply ability of the government. Non-government's Participation should be encouraged.
