基于区域优势的嘉兴市海陆联动发展实现路径研究

嘉兴市“十二五”规划纲要将“十一五”规划纲要中提出的“滨海开发战略”正式升级为“滨海开发带动战略”，指明了以“海陆联动”带动嘉兴市海洋经济发展的方向。嘉兴市在实现海陆联动发展过程中存在产业结构及布局不合理、污染严重、基础设施不完善；管理体制存在缺陷等问题，因此，需把握正确思路，通过发挥自身优势、促进产业优化升级、加强基础设施建设、走“低碳”模式和机制创新等途径以实现海陆联动和谐发展。

A Research on Jiaxing＇s Development of Sea and Land Coalition and Realizing Routine on the Basis of Areal Advantage

The 12th Five-year Plan essentials of Jiaxing are going to upgrade the ＂Coastal Development Strategy＂, which was put forward in the 11th Plan essentials, to the ＂Coastal Develop and Drive Strategy＂. It in-dicates the direction of using Sea and Land Coalition to drive our marine economy development. In the process of realizing the sea and land coalition development, Jiaxing has an unreasonable industrial system, an incomplete infrastructure and a defective management system. Besides, Jiaxing is polluted seriously. Therefore, we should hold the right thought to realize the harmonious development of sea and land coalition by enhancing advantages, promoting and optimizing the industry, enhancing the infrastructure construction, insisting on the Low Carbon mode and mechanism innovation.
