资源禀赋、安全约束与路径选择——生物质能源发展的国际比较与中国策略

在中国这样一个能源供需矛盾突出、能源自给压力以及环保压力巨大的国家，发展包括生物质能源在内的能源结构多元化战略是一个基本的方向。从国际经验上看，主要生物质能源生产国的发展路径基本上是依据自身资源禀赋的比较优势。要寻求能源安全、环境安全与粮食安全协调发展，一方面需要通过挖掘内部潜力消除粮食安全约束，另一方面要在资源禀赋优势下寻找新的替代原料来源。

Under the restriction of current energy supply,China is confronted with the problems of structure contradiction of energy safety of self-supply and huge pressure of environment.Developing variety of energy sources is also an important content of China and world energy development strategy.From international experiences,the paths of main production countries are based on the comparative advantages of resource endowment.For solving the problem of aging food,China takes the path of corn,which is neither accordant with comparative advantages,nor compatable with the problems of food security.On one hand,we can dig up the internal potentiality in corn processing;on the other hand,we must look for new sources of raw materials.
