财政政策的凯恩斯效应与非凯恩斯效应

本文基于财政政策的经典文献，从凯恩斯总收支模型出发，通过不断放宽其假设条件对稳定性财政政策可能出现的凯恩斯效应、需求中性效应以及非凯恩斯效应进行了归纳，在此基础上对三种效应的相关研究文献进行了评述。研究认为，尽管稳定性财政政策宏观调控的长短期效应还存在很大分歧，但并不表明，财政政策不可以充当稳定经济的角色，相反，分歧只能说明稳定性财政政策有效性需要一定的条件。这一结论对特定条件下财政政策的制定及其可能效应的事前预测具有非常重要的意义。

Keynesian and Non Keynesian Effects of Fiscal Policy

Based on classic literatures of fiscal policy,from Keynesian aggregate revenue-expenditure model,this paper summarizes and reviews the three effects of stablizing fiscal policy including Keynesian effects,Non-Keynesian effects and demand-neutral effects through stepwise relaxation of the assumptions.It concludes,although there is a large divergence about short and long-term effects of fiscal policy in macro-control,it doesn't indicate that fiscal policy can't serve as the role of stabilizing economy,on the contrary,it tell us that the effectiveness of stabilizing fiscal policy needs certain conditions.This conclusion has very important significance in the formulation of fiscal policy under specific conditions and the forecast of its possible effects in advance.
