粮食补贴政策对农户种粮积极性的影响研究——基于农户问卷调查的实证研究

农户是粮食生产决策的主体，农户的种粮积极性对于保证国家粮食安全至关重要。本文利用在13个粮食主产区4958个农户的调查资料，对农户的种粮积极性、粮食补贴政策的实施情况进行了实证分析，发现各地农户种粮积极性存在一定的差异；通过建立Logit模型分析了粮食补贴政策对农户种粮积极性强弱的影响，发现粮食补贴政策对种粮积极性有显著的积极作用。此外，耕地规模、纯收入水平和农业经营收入占总收入的比重都与种粮积极性正相关。因此，应该继续推行粮食直接补贴政策并加大补贴力度，提倡规模化经营模式，发展粮食生产专业户，不断提高粮农收入；针对地区种粮积极性的差异，还应该推行差异化政策。

On the Effect of Grain Subsidy Policy on Farmers＇ Enthusiasm for Grain-planting：

Rural households are grain-planting decision-makers and their enthusiasm for grain-planting is of great importance to the guarantee of national food safety. Based on the survey of 4958 households in 13 major grain-producing areas, this paper empirically analyzes farmers＇ enthusiasm for grain-planting, and the implementation of grain-subsidy policy. It reaches a conclusion that farmers＇ enthusiasm for grain-planting differs in regions. Then it employs Logit model to analyze the effect of grain subsidy policy on farmers＇ enthusiasm for grain-planting and comes to the following results： firstly, grain subsidy policy plays a signif- icantly positive role in farmers＇ enthusiasm for grain-planting; secondly, farmland scale, net income level and the proportion of agriculture operation income to total revenues are positively related to farmers＇ enthusiasm for grain-planting. Therefore, it puts forward some suggestions about the continuous implementation and promotion of direct grain subsidy policy, the promotion of large-scale business model, the development of food production specialized households, the increase in the income of grain farmers, and the practice of differential policy owing to the regional differences in farmers＇ enthusiasm for grain-planting.
