| 摘 要： | 本文利用中国1996--2009年间的省际面板数据，使用固定效应模型研究了地方政府民生性财政支出占比对我国居民消费率的影响。实证检验结果表明，在存在预期消费支出不确定性的前提下增加民生性财政支出有利于促进居民消费。本文最后从实证研究的结果出发，提出了增加民生性财政支出并有效提高居民消费率的政策建议。

| Abstract: | Based on the provincial panel data in China from 1996 to 2009, this paper em- ploys a fixed effects model to study the effects of livelihood-oriented fiscal expenditure of lo- cal governments on household consumption rate. Empirical test shows that the increase in livelihood-oriented fiscal expenditure is contributive to the improvement of household con- sumption under the uncertainty of expected consumption expenditure. Finally based on the results of empirical study, it provides policy suggestions about the effective improvement of household consumption rate from the angle of the increase in livelihood-oriented fiscal expenditure. |
