发达国家食品安全监管的特征及其经验借鉴

摘    要:发达国家具有高效的食品安全监管体系,而中国在法律法规,技术设备、监管机制、信息分析、执行标准、预警机制、风险评估等方面与发达国家有较大的差距。因此,中国食品安全监管应借鉴发达国家的有益经验,实现由人治监管向制度规制转变,由数量型监管模式向质量型监管模式转变,建立起三权互相制约的监管体制。

Abstract:There is a big gap in laws and regulations,technological equipment,supervision mechanism,information analysis,and standards,early warning system,and risk evaluation concerning food safety supervision system in China and in developed countries where there is a high efficient supervision system.Therefore,China shall,by referring to the experiences in developed countries,transform from human supervision to institutional supervision,and from quantitative supervision to qualitative supervision in addition to establishing the restriction mechanism of three powers in food safety supervision.
