要认真审视重庆的城市定位,找到重庆在城市功能上的缺陷和未来发展的约束性因素,以正确选择发展战略,努力提升城市功能.重庆作为老工业基地,应坚持"产业为强市之基,创新为动力之源"的理念,要在努力创建全国性战略产业基地和国家级产业基地上花大力气.创建国家战略产业基地和国家级基地,需要具有优越的发展环境和较强接纳能力的载体,大都市圈内的市级以上开发区应承担起加载国家产业基地的功能.

Establishment of national industry sites and increase of effect of Chongqing directly under the central government

The position of four municipalities directly under central government should be carefully examined to find the shortcomings of Chongqing in urban function and to find restriction factors for further development in order to correctly select development strategy and promote urban function.Chongqing,as an old industrial site,should stick to the idea that "industries are the basis for promoting Chongqing and innovation is the source of development force" and should make efforts to establish national strategic industrial sites and national industrial sites.Establishment of national strategic industrial sites and national level sites needs the carrier which has excellent development environment and strong adopting ability.Development Zones of municipality level in metropolitan circle should have the function for adopting national industrial sites.
