对西部地区的援助与公共产品的有效供给

要实现经济起飞,西部地区需要大量资本投入,但区域内民间资本有限且难以集聚和集中,因此,必须从区外引入先进的理念、技术和制度,吸引外来投资,进而培育区内资本形成,让利于民,官不与民争利,放大微观主体(包括居民)经济剩余空间,形成良好的适宜民营经济发展、壮大的社会政治经济环境.提高微观主体竞争力,在当今西部发展困境中,中央政府制度性援助和财政援助显得尤为重要.而各种援助应以适合西部社会经济可持续发展需要的公共产品需要得到有效供给为目标.一是政策性支持与制度创新;二是基础设施的有效供给;三是财政的转移支付与公共服务的均等化.

Assistance to west area and effective supply of public goods

In order to realize rapid development of economy, west area needs a lot of capital investment. But in west area, nongovernmental capital is limited and is hard to be accumulated and amassed. Thus, advanced ideas, technology and system must be brought into the west area from outside to cultivate local capital, to let civilians obtain profit, to let leaders not strive for gain from civilians, to enlarge economic surplus space of micro main body (including residents) and to form good social political economic environment so as to develop and promote private economy. In order to cultivate economic environment which is suitable for private economy to develop and to improve competence of micro main body, system and financial assistance from central government is especially important in current development predicament of west area. All assistance, such as policy assistance and institution innovation, effective supply of infrastructure and financial transfer payment and equal public service, should meet the demand of west social and economic sustainable development and effective supply of public goods.
