| 摘 要： | 区域经济是大国经济社会发展中的重大战略问题.区域协调发展是国民经济平稳、健康、高效运行的前提.作为自然条件复杂的多民族大国,区域协调发展不仅是重大经济问题,亦是重大的政治问题、社会问题和包括生态安全在内的国家安全问题 .故此,统筹区域协调发展,成为"五个统筹"的重要内容,是落实科学发展观的必然要求.
