后税费时代农村公共产品提供的"一事一议"制度

在建设社会主义新农村的历史新时期,我国农村公共产品的提供问题将受到空前的重视.而现行的"一事一议"制度对缓解我国农村公共产品有效供给不足不可或缺.通过公共产品供给制度诱致性变迁的模型分析,笔者认为,正是由于税费改革后农村公共产品供求错位比较明显,致使其供给制度发生诱致性变迁,又限于客观形势,"一事一议"就是这一变迁的产物.
