农民工低层灵活就业群体参加城镇职工医疗保险的矛盾分析——基于对重庆市158名“棒棒”的调查

年龄结构偏大、受教育程度偏低、经济收入偏少且不稳定、职业流动性较小等特征，使农民工低层灵活就业群体（如“棒棒”群体）在参加城镇职工医疗保险时面临缴费标准较高与缴费能力较低、流动性较强与医保关系转移接续难、参保意愿强烈与医疗保险知识欠缺等矛盾。应合理设置农民工灵活就业群体医疗保险的缴费标准；提升医疗保险统筹层次，实行全国“一卡通”制度；充分发挥社区在医疗保险中的作用，并采取综合措施控制医药费用。

Analysis of Conflicts of Medical Insurance of the Lower Flexible Employment of Migrant Workers-Based on the Investigation of 158 " Bangbang" in Chongqing Municipality
