| 摘 要： | 发达国家农业增长中科技的贡献达到60％－70％，甚至更高，而我国仅有40％－50％的水平，欠发达的西部地区则更低。西部是我国农业资源富集地区，不但要明确政府在农业科技投资中的主体地位，还应加大私人部门对农业科技投资的资金支持，提高农业科研投资强度；要建立和完善增加农业科技投入的投资、监督、保障和责任机制，并将农民人力资本投资、农业技术推广、农业生产实践、农民投资服务体系创新融为一体。
