| 摘 要： | 党的十六届三中全会制定的支持东北地区等老工业基地加快调整和改造战略,旨在使该地区成为我国新的经济增长极,振兴东北老工业基地是党中央实施区域协调发展的又一重大战略,对于该战略的实现则需要重点解决好财政政策的支持保障作用.只有这样才能为振兴东北老工业基地提供财力保证,加快东北老工业基地的发展,提升竞争实力,创造新的经济奇迹.

| Abstract: | The strategy of supporting northeast old industrial base to speed up the adjustment and transformation, which was formulated in the 16th National Party Congress, is for the purpose of making this area be the new economic growth pole. Revitalizing northeast old industrial base is another important strat-egy of coordinating regional development. To realize this, it needs to focus on the support and security of fiscal policy. Only in this way can we provide a financial guarantee for revitalizing northeast old industrial base, speed up the development of this area, improve the competitive strength, and create the new economic miracle. |
