| 摘 要： | 采用基尼系数分析财政转移支付的横向均等化效应发现,现行财政转移支付具有一定的均等化作用,但转移支付以后地区间财力差异依然较大而要实现均等化,则应提高一般性转移支付的规模和比例,控制专项转移支付的规模,逐步建立以一般性转移支付为主的财政转移支付制度

| Abstract: | By applying Gini coefficient decomposition to analyzing the horizontal equalized influence of financial transfer payment system,we find that the financial transfer payment system has certain equalization function,but the regional financial disparity is very large after the payment transfer. To solve the problem,some countermeasures are proposed. |
