原则与例外--最惠国待遇原则与区域贸易协定博弈

最惠国待遇原则是GATT／WTO多边贸易体制的基石，关于区域贸易协定规定的GATT第24条则作为最惠国待遇原则的例外而存在。当今区域贸易协定的发展情势已经超出了其作为例外的地位。鉴于这种情况，应协调好原则与例外的关系，恪守多边贸易体制的基本原则和加强对区域贸易协定的监管。

Principle and Exception--Most-favored-nation treatment principle and regional trade agreement game

Although most-favored-nation treatment principle is considered as the foundation of GATT/WTO multilateral trade system, Article 24 of GATT on regional trade agreement exits as the exception of most-favored-nation treatment principle. However, the developing tendency of regional trade agreement has already deviated from the status as the exception of most-favored-nation treatment principle. In regard to the phenomenon, the relationship between principle and exception should be coordinated. The basic principle of multilateral trade system should be complied with and regional trade agreement should be strictly supervised.
