构建我国科学的社会保障体系

要防范与化解人们在社会经济生活中遭遇到的年老、疾病、失业、伤残、生育、住房、失学、贫困、灾害和冤屈等社会风险,就需要建立起科学的社会保障体系。我国现行的社会保障体系存在“模糊保障对象和忽视社会预防”的缺陷,需要打破传统的思维定势,创新社会保障和理论制度体系。科学的社会保障体系应当体现以人为本、统筹城乡、动态预警、“防保结合”的基本原则,应当由“十大保障支柱”和“四大保障层次”所构成。一旦构建出科学的社会保障体系,不但有利于社会的全面和谐,而且可以使我国社会保障体系走向成熟和定型,并为社会保障立法奠定基础。

Construct Scientific Social Security System of China

To prevent and reduce all kinds of social risks that people may meet in their lives like oldness,illness,unemployment,injury,housing,poverty and disaster,scientific social security system needs to be set up.The current social security system in our country has a shortcoming of "unclear security object and neglect of social precaution".Therefore,the traditional mindset needs to be changed,and new theory initiated.Scientific social security system should embody the basic principle of being people-oriented,overall plan of urban and rural places,dynamic precaution and "combination of precaution and security".It should be composed by "Ten Security backbones" and "Four Security Levels".Once set up,this system will promote comprehensive harmony of our society as well as maturity of our social security system,and lay theoretical foundation for social security lawmaking.
